In fact, they are Auguste Piccard (on the right) and Paul Kipfer (on the left), and they made the first manned balloon flight into the stratosphere in 1931. And yes, the cushion-plus-basket headgear was their own improvised version of a crash helmet. Bless them and their padded little heads!
Extra bonus facts: the character of Professor Calculus in the Tintin books was modelled on Auguste Piccard, AND Jean-Luc Picard is named after him (well, him and his equally daredevil brother Jean). So basically, Auguste wouldn't care if you laugh at his hat, because his general awesomeness is a matter of public record. QED!
